The name I̽nil Fros Kez is derived from the Wood Elvish language, as I̽nil Fros Kez was founded by Alyson Chebedric, who was culturaly Wood Elven.

I̽nil Fros Kez receives an average of 93 cm/y (36 in/y) of precipitation, most of which comes in the form of rain during the spring. I̽nil Fros Kez covers an area of nearly 4 km2 (1 mi2), and an average elevation of 6124 m (20091 ft) above sea level.
Overview
I̽nil Fros Kez was founded durring the early 14th century in fall of the year 1306, by Alyson Chebedric. The establishment of I̽nil Fros Kez was plagued by a lack of willing colonists. After attempts to pay people to resettle failed Alyson Chebedric struck deals with nearby nations and communities to establish I̽nil Fros Kez as a prison colony.
I̽nil Fros Kez was built using the conventions of Wood Elven durring the early 14th century. Naturaly, all settlmentss have their own look to them, and I̽nil Fros Kez is no diffrent. The town's buildings feature plaster covered brickwork used to form structures with an emphasis on symmetry, proportion, geometry and the regularity of parts. Orderly arrangements of columns, pilasters and lintels, as well as the use of semicircular arches, hemispherical domes, niches and aediculae can be found everywhere such that only size of building and yard can be used to measure the general prosparity of a given building's owners due to a general wealthy feeling the style gives off.
I̽nil Fros Kez is was constructed arround several broad cobblestone mainstreets which cross one another at certain axies, with smaller streets branching off of them to premit acess to the many buildings deeper into the road network. The overall fashion is remenessent of a circulatory system, or other organic construct, and is quite effishent in its design. The town is protected by a renforced stone fence which sits atop earthwork defences, for some of the best inexpencive defences a town of I̽nil Fros Kez's size could have. The well-designed, yet cheep has suffered a visible ammount of structural damage, leaving them effectivly useless. One can't help but wonder why the has not yet effected repairs.
A look around I̽nil Fros Kez has something terribly wrong with it. It’s impossible to put one’s finger on, but something is horribly wrong. Maybe it’s the way fog blankets the ground, but only in the connors of places. Maybe it’s the vermin scutteling between shadows in the corner of your eyes. Perhaps it’s the overcast sky which seemed to creep out of nowhere, or the distant howling of wolves. Maybe it’s all of those things together, or perhaps it's the way these elements combine with the abundance of schools, libraries, and other academic structures. Locals can be overheard having academic discussions, as well as talking about scholarly subjects in general. It’s quite clear the town places a lot of value on education and being a learned individual. Regardless, you do not feel it would be wise to remain in I̽nil Fros Kez long.
Civic Infrastructure
I̽nil Fros Kez has an animal control department which works to enforce local ordinances relating to the control, impoundment, and disposition of animals.

I̽nil Fros Kez has a Department of Firefighters, which is responsible for organizing fire fighting efforts during a fire and enforcing local ordinances relating to fire safety.
I̽nil Fros Kez has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
I̽nil Fros Kez has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain I̽nil Fros Kez's public wards, blessings, and other arcane systems.
I̽nil Fros Kez has a first rate hospital which caters to anyone in need of long term medical care.
I̽nil Fros Kez has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands.
I̽nil Fros Kez has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Cultural Notes
There’s a relatively new religion in I̽nil Fros Kez which is rapidly gaining power. It might be a sectarian offshoot of a major faith, the unique product of a new prophet, or an outside faith backed by wealthy and powerful foreign supporters. Depending on the demands made on believers, the new faith may be a matter of concern only to the existing clergy, or it might be a major flashpoint for conflict in the community.
I̽nil Fros Kez's garrison was built using a different architectural style from the rest of the town. The style used is admittedly strange and non-linear style rooted in defiance of symmetrical shapes. It championed the creation of buildings with a unique visual appearance. the structural norms of classic buildings and deforms or moves away from elementary architectural principles. By including non-linear designs processed into its buildings and favoring fragmentation, this style expressed a form of controlled chaos. Its buildings appear out-of-the-ordinary, draw the eye in immediately and sometimes create a feeling of strangeness. These distorted shapes and structure are not reserved to the building’s outer facade, they destabilize interior elements too, favoring minimalism and play on people’s perceptions by injecting a futuristic touch.
Due to the actions of local Kami, spring is long in I̽nil Fros Kez.
The Bee, Giant near I̽nil Fros Kez are known to be quite timid.
I̽nil Fros Kez's citizens partake in a curious ritual relating to their local kami. It takes place in winter and involves performance art to channel Charm energies of tier 1 via singing.
